【報告】大型台風ライの緊急被災者支援（フィリピン・シャルガオ島）/【Report】Emergency Relief Project in Siargao Island, Philippines
フリー・ザ・チルドレン・ジャパンが本年1月13日からご寄付を募っていた、2021年フィリピン台風22号「ライ」被災者への緊急支援活動へのご寄付呼びかけに、ご協力くださった皆さま本当にありがとうございました。活動レポートが現地から届きましたのでご報告します。

【事業の経緯】
●記録的勢力のスーパー台風「ライ」がフィリピンほぼ全土を横断（2021年12月中旬）
2021年12月中旬に猛烈な勢力のスーパー台風「ライ」がフィリピンのほぼ全土を横断し、各地で数百万人以上の人々が家や仕事を失い、深刻な食糧難・水不足・新型コロナウイルスなどの感染症リスクに直面するなどの甚大な被害が出ました。

●現地パートナー団体からの緊急支援要請（2021年12月末）
昨年末に現地パートナー団体（KPACIO、詳細は過去のイベント動画をご覧ください）からの緊急支援要請を受け、特に大きな被害を受け、島内に病院が少ない（最寄の病院でも、海路を経由して片道5時間はかかるとのこと）「シャルガオ島」の島民に食糧/料・水・衛生キットなどの生活物資を配布する緊急支援活動を行うための緊急募金を本年1月13日から当団体HPで受けつけておりました。
●シャルガオ島の被災状況調査～支援活動準備（2022年1～4月）
シャルガオ島はサーフィンや観光、漁業、ココナッツ生産などが有名な場所ですが、現地パートナー団体などや関係機関が今回の「ライ」による被災状況を調査した結果、家や学校、教会などの建物や、水や電気といったライフラインが停止し、インフラや物流網が寸断されていたことがわかりました。
さらに、現地の主要産業の一つである漁業に使っていた船は破壊され、もう1つの主要産業であるココナッツ産業を営む農家でも、大半の実が落ちたり、農場が海水に浸かったりしたため、収入を得る手段が絶たれ、島民の多くが、別の州・地方の家族・親族からの物資・経済的支援に頼りざるを得ない状況になっていました。（被災を免れた漁船も、「ライ」の上陸から約2ヵ月後に発生した、ロシアによるウクライナへの軍事侵攻による世界的な物価・燃料費の高騰で操業できない状況が続いています。）
●シャルガオ島での支援活動（2022年5月末）
現地パートナー団体（KPACIO）のスタッフがシャルガオ島に向かい、協力団体、現地自治体担当者が協力し合いながら、一人暮らしの高齢者5人を含む、被災した住民250人へ（1世帯あたり）米15kg、缶詰食品(150g)、石鹸・消毒用アルコール、フェイスマスク50枚を配布しました。現地で支援活動に当たったスタッフによると、被災した多くの家屋や建物は修繕（特に屋根）が進んでおり、全ての住民が政府やユニセフなどのNGOによる支援を受けていました。
今回は緊急支援として、食料や衛生キットの配布活動を行いましたが、先述したとおり、シャルガオ島には深刻な被害を受けた現地の主要産業（漁業、ココナッツ、観光業など）の復興や、現地の子どもたちへの教育面の復興や支援など、まだまだ多くの支援の必要性が残っているという声が、支援活動に当たった現地パートナー団体のスタッフに寄せられました。こうした声を受け、現地パートナー団体は関係各所と引き続き協力してシャルガオ島への支援活動を続けていくとのことです。私たちFTCJも引き続きこの支援活動に着目していきます。

Free The Children Japan had raised funds for emergency relief project in Siargao Island, Philippines from January 13. We would like to thank all of our donors for their help in this emergency relief. We received the project report from local partner as below.
【Project Background】
●Super typhoon “Rai” crossed and hit almost whole land of Philippines（December 16 2021）

In mid-December 2021, a super typhoon “Rai” (local name: Odette) crossed almost whole land of Philippines. It caused serious food, water shortages and millions of people lost their homes and jobs.
Many people came to evacuation centers, but most of the shelters dind’t have enough space and sanitation facilities such as latrines. In other words, many people were also exposed to high-risk of COVID-19 infection.

●Request for emergency support from our local partner（End of 2021）
Free The Children Japan got a request for emergency support from our partner organization in Philippines (KPACIO) to this disaster. So we decided to distribute food and sanitary kit for people in Siargao Island where seriously stricken area from this typhoon and had raised funds on our website from January 13.
Assessment of damage – Prepare for relief mission（January – April 2022）
Siargao Island is famous for surfing, tourism, fishing, coconuts and etc. However, many houses, schools, churches and lifelines such as water and electricity, and many infrastructures were destroyed by this typhoon.
Moreover, major local industries were also seriously damaged. Many fishing boats were destoyed and even the fishing boats that survived the disaster have been unable to operate due to the global surge in prices and fuel costs caused by Russia’s military invasion of Ukraine, which occurred approximately two months after the “Rai” landed.
As most of the nuts fell or their farms were flooded by sea water, cutting off their means of earning an income, the farmers in the coconut industry, another major industry, were also forced to rely on material and financial support from family members and relatives in other states and provinces
Relief Mission in Siargao Island（May 2022）
Our local partner’s staff visited to Siargao island and distributed 15 kilos of rice and canned good and hygiene kit (a bar of bath soap and wash soap, alcohol 250ml, box of 50 face masks) per family to 250 residents (including 5 senior citizens living by themselves) with the barangay staff.
Though some buildings were under repair, most of the house’s roof were repaired.
This time, we distributed food and hygiene kits. as an emergency relief project in Siargao island. However, as mentioned earlier, the staff of the local partner organization who worked on the relief activities were told that there are still many needs to be met on Siargao Island, including the recovery of the main local industries (fishing, coconut, tourism, etc.) that were severely damaged and the recovery and support of education for the local children.
In response to these comments, the local partner organization will continue to work together with related organizations to provide assistance to the island of Siargao. FTCJ will continue to focus on this support activity.
